BACR (Engaging Communities in Advocacy and Policy)

About This Partner/Organization

BACR’s Engaging Communities in Advocacy and Policy (ECAP) project will work in

multiple jurisdictions within San Joaquin and Solano Counties to increase adoption of

tobacco retailer licensing (TRL) and 100% smoke-free policies for multi-unit housing and

entertainment/sporting venues. Using a youth development model, Community

Engagement Coordinators in each county will recruit and train youth and young adults to

mobilize the community, deliver presentations and conduct one-on-one education with key

policy stakeholders. Each tobacco policy campaign will follow the San Francisco Health

Department’s Community Action Model (CAM), used successfully for over twenty years of

tobacco policy advocacy.
