The County of Mendocino’s Tobacco Control Program (TCP) serves all of Mendocino

County, a rural area with 87, 841 inhabitants in 2016, of whom 22% are Hispanic/Latino

and 4% American Indian. Due to narrow, winding roads and small population centers

spread over a large area of 3,506 square miles, travel time and road conditions are a

significant barrier to services. Ukiah is the county seat, and is the largest city at a 2016

population of 16,075.
