The SAY San Diego, San Diego Smoke-Free Project will work with the City of San Diego in San Diego County to 1) implement the Healthy Retailer Designation Program (HRDP) in 30 stores in 3-4 low socioeconomic status (SES) communities in the city of San Diego for a total of 90 retailers, that requires minimum health promoting business practices (i.e. minimum standards for limiting tobacco product marketing and advertising, stocking healthy foods, menu information, signage requirements, and placement of unhealthy products) and reduces unhealthy activities that occur on the licensed premises (e.g., violations of drug paraphernalia, tobacco, alcohol, and nuisance/loitering laws, in collaboration with nutrition and alcohol and drug service partners; 2) adopt a policy that requires landlords, affordable housing providers, or other similar groups, to disclose the location of smoking and non-smoking units, the smoking history of a unit, and requires rental vacancy listings to include a category for smoking and non-smoking units; and 3) adopt a conditional use permit (CUP) policy to prohibit the location of hookah lounges, vape stores and smoke shops retail outlets within 1,000 feet of schools (primary and secondary), parks, and youth facilities. This project will reduce youth access and availability to tobacco products, reduce exposure to secondhand smoke and third-hand smoke and limit tobacco promoting influences in diverse communities. The project will provide technical assistance to other projects working on these issues, to landlords wanting to voluntarily go smoke-free (including signage and lease addendum assistance), to retail owners who want to promote healthy business practices, to residents so they will advocate for smoke-free housing, to educate community members and local leaders on these issues and increase social media presence. Staff will also conduct key informant interviews to support evaluation of these efforts as well data collection efforts. Staff will also train community members including youth to participate in evaluation efforts. We will also collaborate with other organizations to develop and implement comprehensive grassroots efforts to address these issues.
